where would i go to, to start learning about being a plumber right out of highschool?

The plumbers will help you join the union, if there is one in their area, as part of the process. You don’t start with the union hall, but with a plumber, willing to help train you.

You could attend a vocational school and learn while in high school. Most junior (community) colleges offer programs that will get your the skills and background needed for building trades, as well as many engineering, health and technology fields. Otherwise, you apply at any number of plumbing companies, and seek a job as a plumbers helper, an apprenticeship program.
