You can’t campaign on the basis of change then continually resort to blaming the conditions that existed before when you have only made things worse.
He referenced Bush’s administration a few times:

He referred to both Bush and Clinton here:

And then reiterated this fact:
":By the time I took office, we had a one-year deficit of over $1 trillion and projected deficits of $8 trillion over the next decade. Most of this was the result of not paying for two wars, two tax cuts and an expensive prescription drug program. On top of that, the effects of the recession put a $3 trillion hole in our budget. All this was before I walked in the door.":
Obama said that he inherited a mess, two wars and a collapsed economy. That is true, and I did not hear any ":blame": in that statement of fact.

Let’s put it this way, if I was drinking and had a shot everytime Obama blamed Bush, I’d be dead from alcohol poisoning right now.
Blame Bush for what? Is it wrong to point out that things were already bad when he took office? Because that’s true. Do you hate the truth? Why? What are you afraid of?
How many years did you blame Clinton for the Bush disaster?
I did a search of the transcript of Obama’s speech. Bush’s name was not mentioned once.
Obama did refer to the conditions when he took office. That’s not the same thing as blaming Bush. No one, even Obama, thinks that George Bush was responsible for every single problem that existed in the U.S. on January 20, 2009.
